Why not allow insurance companies to issue driver's licenses with the catch that they then have to insure the driver for the duration of the license. The duration can be 3-5 years. Upon expiration the license has to be renewed. That's when drivers can pick new insurance companies and insurance companies choose new drivers. The scheme would encourage insurance companies to train their drivers well, and would allow them to better distinguish between who is safe and who is not.
