The taxi companies can only operate fuel-efficient and environment-friendly cars and in return they will pay less taxes and be allowed to charge customers flat monthly fees. Fuel-efficiency will also be necessary in order to turn a profit as demand for the service will be high. With unlimited rides, people will tend to use taxis more.
